Following away wins at Crewe and Wigan in the opening two rounds, City will be at home to the current Premier League leaders and Carling Cup holders Chelsea. The match will be played at the KC Stadium on either 25th or 26th September.
Chelsea, like the other English clubs playing in European competitions this year, enter the cup at the Third Round stage.
The last meeting between the two sides was in the FA Cup in 1999, when the Blues won 6-1 at Boothferry Park. City last beat them in 1988 in the Second Division, one of only 4 wins in 35 meetings, all of which have been in the Second Division and FA Cup.
