It is rumoured that Hull City and Wigan Athletic have agreed a fee for the 23-year-old to make the switch.
The Welsh international has played twice so far while on loan with the Tigers, and has clearly impressed the management team if reports are true.
Roberts joined the Latics for £450,000 a year and a half ago from Wrexham but since several changes of manager in his time there, an undisclosed nominal fee is thought to have been agreed between Wigan and City.
Their official website quotes manager Paul Jewell as saying: "Hull are interested in Neil and if he does well in his time there, a permanent deal could be done."
Jewell continued: "He needs to play first team football. He's a good player and a smashing lad, so we wish him all the best. But the important thing is that he needs time on the field because he's down the pecking order here.
"That's not to say that he's not a good striker. He works really hard every time he plays and you always know what you are going to get from Robbo. Hopefully, he will get the chance to show what he's capable of at Hull."
