Thelwell is to sign a one-year deal, which Peter Taylor says is more appearance-based than basic wage due to his previous injury problems.
Stockdale is to be released when his contract expires after failing to make a first team appearance for City this season.
If both Mark Lynch and Scott Wiseman see out their contracts to next year, it will leave Taylor with three right-backs in his squad.
