City had agreed a £230,000 fee with the Scottish Premier League side for the 23-year-old left-sided forward, but contract negotiations appear to be going slowly.
Three other clubs are also thought to be chasing the Northern Ireland international. Kilmanock and Millwall have previously been linked with him.
He has scored 22 goals in 53 starts and 22 sub appearances for the Well, while he has been on target once for Northern Ireland with 9 caps to his name.
Motherwell are currently in administration and City have already taken advantage of this by signing defender Greg Strong on a free transfer.
