The 31-year-old midfielder is now tipped to return to Seba United in Jamaica, whom City originally signed him from four years ago.
Coach Allan Preston told the official Livingston FC website: "I'm sorry it's not worked out for him. He's a lovely lad, we've never had any problem with him and we'd like to see him do well in the future."
Whitmore was a Hull City player between 1999-2002, and scored 11 goals in 93 appearances.
