The 21-year-old centre-back spent the first half of the season on-loan at Carlisle where he impressed netting four goals in 23 appearances.
Tigers boss Nigel Pearson told the Hull Daily Mail: "We're trying to conclude the deal, but we're not quite over the line.
"Hopefully we'll be able to do that in the next day. The fee has been agreed so hopefully we can conclude things.
"He'll bring a bit of quality. He's a different type of player, he's not a massive centre-back.
"But it would be a good move for the present and the future, I think he'll be a really good signing for us. He's a player with a lot of promise."
