Webb headed in his first on 18 minutes after Ryan Williams missed Clayton Donaldson's cross, but Chris Iwelumo equalised 11 minutes later for the home side.
Stoke were down to ten men five minutes before half time, with Andy Wilkinson seeing red for a professional foul on Donaldson.
They then gave away a penalty for pushing in the area, and Webb stepped up to score his second of the game.
But City were caught on the counter attack as Ryan Hutchinson fired past Alan Fettis, and despite late efforts from Steve Melton and Marc Joseph, they couldn't find their way back in front.
The 2-2 draw leaves the Tigers still without a win to their names in the Pontins Premier League. They will be looking to do better when they move into the Church Road ground in North Ferriby next week for the visit of Walsall.
